Facilities Advisory Committee

The Board of Education of the Oshkosh Area School District authorized the creation of a Facility Advisory Committee to be comprised of community members who will be charged with the task of seeking recommendations to our district’s facility needs. The Facility Advisory Committee is charged to review all pertinent information regarding our facilities, based on the outcomes of a recently completed assessment of our facilities.  

The Board desires the following matters to be considered by the Facility Advisory Committee in making recommendations to the Board of Education for future action:

• Proposed options/renovations/upgrades that support learning environments which are safe, accessible, efficient, and equitable;
• Purposeful spaces that inspire innovative learning, accommodate evolving technology, and promote collaboration amongst students, staff, parents, and community within 3-4 track elementary and 8-10 track middle schools; and,
• The suggested recommendations shall maximize use, reuse, and/or replacement of existing facilities and shall be cost-effective for the taxpayer, providing for an enduring end-product that is energy efficient and adaptable for decades to come for the future of the Oshkosh Area School District students.

The Oshkosh Area School District wants this process to be as transparent as possible.  To that end, we will be placing all meeting information and related materials on this website.  Please check back often for any updates! 

2019 OASD FAC Meeting Schedule (Flyer)

FAC meetings are open to the public, allowing community members to listen to the committee’s dialog; however, participation in the conversations is limited to those that are FAC members. Non-committee members will be able to provide feedback in writing. See schedule below, all meetings are scheduled from 5:30 p.m. to 8:30 p.m.

The FAC participated in a total of six in-depth meetings to review and discuss all pertinent information regarding OASD facilities. Following the first meeting, the District began recording the meetings and publishing them online as a way for community members to learn about the FAC efforts. The Oshkosh Area School District’s (OASD) Facilities Advisory Committee (FAC) made the following recommendations to the OASD Board of Education at the December 4, 2019 board meeting.  

1. Commit to long-term consolidation efforts 
2. Adopt a long-term consolidation pathway which would serve students through nine elementary, three middle, and two high schools - rather than the 20 facilities currently in operation
3. Pursue an April 2020 capital referendum that would include the following projects:
   1. Safety / Security Updates at District Facilities: Enhance security efforts including entrances, interior doors, and additional technology
   2. Immediate Building Infrastructure and Maintenance: Replace roof sections and update electrical systems at some existing schools
4. Engage the community further regarding proposed Phase 1 middle school and elementary school projects for future action

The purpose of the workshop was to provide the Board with a summary of information first presented at the June 10 Board Meeting, along with updated information on state-wide referendum statistics, potential ballot questions, and specific tax levy implications. 

OASD Board Workshop: Facilities and Operational Referendum Discussion 6.24.20

The purpose of the workshop was to provide the background, history, and benefits of modernizing OASD facilities along with the work of the FAC. Special focus was given to the consolidation pathway B that was recommended by the FAC for Board consideration. The detailed report is available below.

The purpose of these two workshops was to provide the following:

1. Financial overview of the district including financial condition and status of district debt.
2. Background, history, and benefits of consolidating and modernizing OASD facilities along with the preliminary design work from Bray Architects for a new middle and elementary school.
3.  An overview of the OASD budget reconciliation committee work that led to the 2014 and 2016 Referenda 4 Learning.  Special focus will be given to the positive opportunities for students that have been provided and protected as a result of these two referenda.
4. Potential options for future referenda to address capital project and operational needs.

During the February 26 OASD Board of Education Meeting, an important decision was made for the future of the OASD. Specifically, the school board approved a comprehensive long-range plan that will allow the District to create safe, efficient, and modern schools. Please take a moment to learn more about this decision and next steps, as well as what it means for our students, schools, and District.

Oshkosh School Board Approves Long-Range Facilities Plan

The Oshkosh Area School District (OASD) will not be pursuing an April 2020 capital referendum. However, an expanded November 2020 referendum will be explored. The OASD Board of Education made this decision during its scheduled Special Board Meeting on Thursday, January 16, 2020. During the meeting, the Board voted to postpone the resolution that would have authorized the April 2020 referendum question, indefinitely. The Board will instead consider pursuing a November 2020 referendum in the coming months that would include all projects identified in phase one of the Facility Advisory Committee's recommendations, and as stated in the recent community survey. That plan included Infrastructure and Maintenance, Safety and Security, Building a Middle School, and Building or Updating an Existing Elementary School. 

01.16.2020 - OASD Indefinitely Postpones April 2020 Referendum

The Oshkosh Area School District’s Board of Education was presented with final recommendations on facilities at their January 8th board meeting.  (CLICK HERE for the presentation).  The Board of Education will be deciding whether to pursue an April 2020 Referendum during a Special Board Meeting on January 16, 2020 at 6 p.m. (NOTE: The special meeting was scheduled to meet the required referendum timeline detailed in Wisconsin law.)
